About Jessica

Jessica Barrow heads the Police Law Group at Perley-Robertson, Hill & McDougall, having joined the firm's Litigation Group in 2013 and its partnership in 2022. Her practice centres on labour and employment, administrative and human rights litigation, including labour arbitrations, collective bargaining and workplace discipline and accommodation matters for large employers and unions. She has appeared before all levels of court in Ontario, the Federal Court, the Human Rights Tribunal and the Ontario Civilian Police Commission, and regularly trains employers and investigators on harassment and discipline issues. Barrow received her J.D. from Queen's University in 2012 and a B.A. from Carleton University in 2009. She was named a recipient of the Ottawa 40 Under 40 Award in 2023 and is active with United Way East Ontario and several mentorship programs.
