About Mark
Mark R. Flowers is a partner at Davies Howe LLP and a core member of the firm's land development and municipal law group. He was called to the Ontario Bar in June 2001 and his practice focuses on complex planning and development law issues. Mark has acted as lead counsel at numerous Ontario Land Tribunal hearings covering major mixed-use projects, employment land conversions, urban boundary expansions, and golf course redevelopments, and regularly appears before the Tribunal, municipal councils, and Ontario courts including the Superior Court, Divisional Court, and Court of Appeal. He has been recognized in the Canadian Legal Lexpert directory for property development law and was named Lawyer of the Year in Municipal Law for Toronto by Best Lawyers in Canada. Mark is a former chair of the Ontario Bar Association's Municipal Law section and earned his Bachelor of Laws from Osgoode Hall Law School, where he received the Robert W. Macaulay Scholarship in Land Use Planning Law.
