Holly Ann Penny is legal counsel at Rana Law, with a practice centred on Specific Claims, Treaty Land Entitlement Claims, and self-government negotiations. Penny's work includes reserve creation advocacy, federal Additions to Reserve processes, Indigenous cultural heritage protection, construction contracts, on-reserve development, governance matters including housing and election codes, and settlement fund management, along with representing clients before the Canada Energy Regulator and the Specific Claims Tribunal. Penny holds two degrees from the University of Calgary (B.A., 2005 and B.A. Hons., 2013), a Master of Arts in International Affairs from Carleton University (2018), and a J.D. from the University of Ottawa (2018), and has been with Rana Law since 2018. Penny is a member of the Law Society of Alberta and the Canadian Bar Association.
