Born and raised in Dartmouth, she graduated summa cum laude from Saint Mary's University with an honours degree in philosophy and a minor in sociology, then earned her Juris Doctor from the University of New Brunswick. During law school she volunteered with Pro Bono Students Canada and the Fredericton Legal Advice Clinic. Webb was called to the Nova Scotia bar in 2025 and received several academic awards during her studies, including the Edward J. McBride Law Prize and the Stewart McKelvey Scholarship.
