About Cyrus Reporter

Cyrus Reporter helps companies and not-for-profit organizations work with government. As a partner in Gowling WLG's Government Affairs Group in Ottawa, Cyrus plans clients' dealings with officials, advocates for them directly, and handles the communications and risk that come with a policy fight. A good share of the work is keeping clients clear of trouble under lobbying and ethics rules.

That advice draws on a long career inside federal politics. Called to the Ontario bar in 1993, Cyrus was chief of staff to Allan Rock in three portfolios, Justice, Health and Industry, between 1997 and 2003. Ten years of practice at Fraser Milner Casgrain came next. In 2013 Justin Trudeau, then leader of the Liberal Party, made Cyrus chief of staff, and after the 2015 election the job became senior adviser in the Prime Minister's Office, and early in that role much of the work was the Syrian refugee file.

Cyrus first became a Gowling WLG partner in 2017. In March 2021 Canadian National Railway named Cyrus its vice-president of government and regulatory affairs, and the years at CN brought direct responsibility for government and stakeholder relations across North America, along with corporate communications and media relations. Cyrus came back to the firm's Ottawa office in November 2022, with a part in its initiatives in India and the United Arab Emirates.

Campaigns are a recurring thread too. Cyrus sat on the transition teams of Prime Minister Martin in 2003 and Prime Minister Trudeau in 2015, and has taken lead roles in several federal election campaigns, including leaders' debate preparation in 2015 and 2025. Originally from British Columbia, Cyrus studied political science at Carleton before law school and has long been active in Ottawa's community life. Cyrus works in English and French.
