Claire Seaborn is counsel focusing on environmental and climate change matters, helping clients advance major projects in the energy, infrastructure, and mining sectors. She helps clients navigate government regulation, resolve project disputes, and build governance and accountability frameworks. Before joining Torys, she spent five years in senior federal roles, most recently serving as Chief of Staff for Canada's Minister of Energy and Natural Resources, where she helped shape Canada's Clean Electricity Strategy, the Critical Minerals Strategy, and the Sustainable Jobs Plan. She previously worked as Director of Policy and Legal Affairs for the federal minister responsible for Infrastructure and Communities, and later spent time as Senior Legal and Regulatory Affairs Advisor working with the Minister of Environment and Climate Change. Her practice also includes advising on climate risk disclosure, carbon markets, and Indigenous participation and consultation. She has also worked in a global firm's London office on arbitration matters, including investor-state disputes, within the energy and construction industries, and has consulted for the International Bar Association.
