About Ahab Abdel-Aziz

Ahab Abdel-Aziz is a Toronto partner at Gowling WLG and the firm's global director of Nuclear Power Generation. Nuclear companies in Canada and abroad, along with government agencies, rely on Ahab for help shaping policy and legislation, developing and financing projects and programs, staying licensed and compliant, and resolving disputes. Ahab was called to the Ontario bar in 1991, two years after finishing an LLB at Dalhousie University. In 2014 Ahab joined the nuclear practice group at Gowling Lafleur Henderson, arriving from Heenan Blaikie with experience acting for nuclear industry clients, among them the former Atomic Energy of Canada Ltd. On the deal side, Ahab has been the lead negotiator for nuclear project contracts.

Ahab's record reaches into environmental policy as well. Ahab was the principal author of the National Round Table on the Environment and the Economy's national policy recommendation on brownfield redevelopment, a paper the Prime Minister of the day had asked for. Ahab has also advised project developers and companies in petroleum, petrochemicals, mining, forestry and manufacturing on environmental assessment, regulatory approvals and risk.

Ahab works in English and Arabic and has chaired the board of the Organization of Canadian Nuclear Industries. When Canada's nuclear strategy was unveiled in June 2026, Ahab weighed in on BNN Bloomberg and Energi Media, and in October 2025 joined BNN Bloomberg to talk about the country's clean energy plan.

Nuclear licensing and regulatory compliance

Ahab has advised and represented clients on licensing the Advanced CANDU Reactor and the Chalk River Laboratories facilities. Ahab has also represented nuclear industry members on compliance and licensing questions at nuclear facilities, under both the former Atomic Energy Control Act and today's Nuclear Safety and Control Act.

Nuclear policy and Parliament

On the policy side, Ahab has advised a minister on a plan to privatize the commercial nuclear business of a crown agent. When Parliament looked into the cancellation of the MAPLE Project, Ahab gave advice and representation about the appearance of a crown agent's CEO before the committee.

Nuclear projects abroad

Ahab advised on how Canadian legislation would affect a bid to build two CANDU reactors in Turkey.

Nuclear disputes and arbitration

When a nuclear matter turns contentious, Ahab has taken the lead litigation role in civil and regulatory disputes with heavy technical content, a nuclear project arbitration among them.
