About Daliana
Daliana Coban is counsel who advises clients in the energy sector on regulatory and compliance matters. With more than ten years in the regulated electricity industry, she counsels on a broad array of complex regulatory issues spanning public and administrative law, economic regulation, and compliance. Her work touches on rate-setting methodologies, multi-year rate applications, and performance-based utility remuneration models, along with deferral and variance account mechanisms, affiliate relationship rules, sub-metering regulation, and issues related to connection and relocation costs, tariffs, service charges, standby rates, and cost allocation. Before joining Torys, she led Toronto Hydro's regulatory applications and business support function as its director, and she also served on the Adjudicative Modernization Committee, formed in 2021 to give input on how the Ontario Energy Board conducts and refines its adjudication process.
