About Brigitte

Brigitte Goulard is senior counsel at Torys and co-heads the firm's Consumer Protection practice and Fintech group. She brings more than three decades of experience in the financial services sector, spanning banking, insurance and financial cooperatives. Brigitte's roles have included work as general counsel and in policy management, plus nearly five years as Deputy Commissioner overseeing the Financial Consumer Agency of Canada (FCAC). Through that role and her extensive advocacy work with various associations, she has developed deep knowledge of the legislative and regulatory framework governing financial institutions in Canada, with particular focus on consumer protection issues, along with an understanding of government processes and legislative lobbying in this country. At the FCAC, she oversaw the Agency's Supervision and Enforcement division. She has also taught as a sessional lecturer on financial institutions legislation and securities regulation at the University of Ottawa's law faculty, and she also lectured on the Canadian banking system while serving at Palacky University's law faculty in the Czech Republic. Brigitte served on the OECD/G20 Task Force focused on financial consumer protection, contributing to the rollout of the G20's high-level principles in that area.
