About André R. Bergeron

André R. Bergeron brings an economist's eye to the transfer pricing disputes that multinational companies run into with tax authorities. A partner in Gowling WLG's Ottawa office, André is National Co-Leader and Lead Economist for the firm's transfer pricing work. Defending audits and settling disputes sits at the centre of the practice, through mutual agreement procedures (MAPs) and APAs, and André also builds the analysis and contemporaneous documentation companies need to meet Canada's transfer pricing rules while managing their tax position worldwide.

For a decade, André worked as a senior economist in the Canada Revenue Agency's Competent Authority Services Division, from 2010 to 2019, taking part in many APAs and MAPs with foreign governments ranging from the United States and Chile to China, India and South Korea, along with Denmark, the Netherlands and Switzerland. The industries involved ran from pharmaceuticals and automotive to gaming and natural resources, as well as communications and electronics. Earlier public service roles included policy analyst work at Health Canada from 2001 and a senior policy analyst post at Canada Economic Development for Québec Regions.

André then returned to Health Canada as manager of the Economics Unit in the Office of Legislative and Regulatory Modernization, and in March 2020 led the team that developed the interim order on importing, selling and advertising drugs for use in relation to COVID-19. In 2021 André joined Gowling WLG as a partner in Ottawa. André also gives Gowling WLG's Product Regulatory team analysis of how government guidelines and rules affect clients in regulated industries. André works in both English and French.

Away from tax files, André coaches a daughter's ringette team, hits the ski hills with a son and is learning to play the piano.
