Administrative & Regulatory LawUrsula is a partner in the Municipal, Land Development & Expropriation group, advising developers, municipalities, associations, businesses and homeowners across Ontario with an emphasis on Eastern Ontario. Her practice covers development charge matters, development agreements, cost-sharing agreements and environmental protection issues, and she regularly appears before municipal committees, councils, and the Ontario Land Tribunal. Ursula also handles expropriation matters, including for the City of Ottawa's light rail transit projects. She earned her LLB from the University of Ottawa in 2000 and a certificate in Indigenous peoples and Canadian law from York University's Osgoode Hall Law School in 2021; she was called to the bar in 2002. She taught municipal and planning law at the University of Ottawa from 2003 to 2007.
