He is the Canadian head of the antitrust and competition practice. He served as Canada's Commissioner of Competition from 2018 to 2025, leading the Competition Bureau of Canada. Before being appointed Commissioner, he was Senior Deputy Commissioner leading both enforcement branches of the Bureau. He has advised on competition law, merger review, and regulatory enforcement. He is a vice-chair of the American Bar Association International Cartel Task Force and a member of the faculty of the ABA/IBA Cartel Workshop.
