About Denis

Denis A. Chamberland is counsel focusing on public procurement, government contracts, and public-private partnership projects. He has worked in the development of public procurement law in Canada since the early 2000s, adapting practices such as the Competitive Dialogue process from Europe and the Best and Final Offer approach from the United States for Canadian use. The Ontario Ministry of Finance retained him to advise on its Broader Public Sector Procurement Directive and to draft template RFP and project agreement documents now used across the province's Broader Public Sector. In recent years his work has centered on health sector projects in Canada, Ireland, and Saudi Arabia, particularly managed equipment services transactions involving advanced medical technology, and he also advises Indigenous communities on procurement projects supporting economic development. Denis holds degrees from McGill University and the University of Ottawa (J.D.), the University of Toronto (M.A.), and York University's Glendon College and Hebrew University of Jerusalem (B.A.). He has published more than 435 articles, including a global handbook on procurement practices sponsored by UNCITRAL.
