Goodland was born and raised in St. John's and graduated from Memorial University of Newfoundland with a B.A. in 1985 and from the University of New Brunswick with an LL.B. in 1989. He was called to the Bar of Newfoundland and enrolled as a solicitor of the Supreme Court on April 11, 1990, and has practiced in St. John's since then.
