Seabrook Workplace Law, known on its site as SWL, is a Toronto firm that advises employers, employees, and freelancers on workplace law, from contracts and policies to terminations, investigations, and human rights complaints. Founder Samantha Seabrook was called to the Bar of Ontario in 2011 after graduating from the University of Toronto Faculty of Law. Seabrook started at Heenan Blaikie, then moved to Hicks Morley and became chair of that firm's Workers' Compensation practice group, guiding employers, from police services and school boards to manufacturers and telecommunications companies, through WSIB claims and WSIAT appeals. At SWL, Seabrook continues that appeals work and also conducts workplace investigations into harassment, violence, discrimination, and hostile work environment complaints.
Partner Ted Panagiotoulias was called to the Bar of Ontario in 2014 after graduating with distinction as silver medalist from the University of Windsor Faculty of Law. Panagiotoulias built a second career in human resources and labour relations, rising to vice president of employee and labour relations before returning to legal practice, and now pairs that HR background with employment law at the firm. SWL calls itself a virtual law firm that relies on technology rather than a single storefront, while keeping meeting locations in downtown Toronto. It also handles employer side immigration work, including labour market impact assessments, intra company transfers, and work permits under trade agreements such as CETA, CUSMA, and CUKTCA, and represents licensed professionals and tradespeople in disciplinary proceedings.
SWL doesn't work out of a single storefront. The firm describes itself as a virtual law firm built around technology, and it lists two meeting addresses in downtown Toronto: a suite at 111 Queen Street East, and a fifth floor space at 30 Wellington Street West. That structure fits a practice built around advising employers, whose own workplaces are spread across sectors and, on the immigration side of the work, across the country. Rather than anchoring around one office, the firm organizes around where a meeting or a file needs it to be, whether that's a downtown Toronto boardroom or a video call.
