Carter is a graduate of Queen's University in Kingston, earning an Honours B.A. in 1984 and a law degree in 1987. Carter completed articles at the Toronto firm Houser, Henry, Loudon & Syron and was called to the bar at Osgoode Hall in 1989, according to an archived version of the firm's site from 2016, which also described Carter practising in association with Willson, Carter Barristers & Solicitors in Sault Ste. Marie. Rachel McLean now practises alongside Carter at the same Albert Street East office.
