About Mark
Mark Rubenstein is a Toronto-based litigation lawyer who represents consumer and stakeholder interests before courts, agencies, and tribunals in regulated sectors, and advises on regulatory policy and legal opinions. He has a significant energy regulatory practice and frequently appears before the Ontario Energy Board on utility distribution and transmission rate applications, leave-to-construct proceedings, policy consultations, and IESO market rules reviews. He sits on the Ontario Energy Board's Adjudicative Modernization Committee and a number of other working and advisory groups. He was recognized in the 2025 edition of Best Lawyers in Canada for Energy Law, Energy Regulatory Law, and Public & Administrative Law, was named Energy Regulatory Lawyer of the Year in Toronto for 2023 by that publication, and has been listed as a leading lawyer for Energy - Power (Regulatory) in the 2025 Chambers Canada Guide. He has represented clients before the Divisional Court, the Court of Appeal, and the Supreme Court of Canada on appeals and judicial reviews. Mark is a member of the Canadian Bar Association, the Ontario Bar Association, and The Advocates' Society, and is a past chair of the OBA's Natural Resources and Energy Law Section.
