About Liviu

Liviu Kaufman has detailed knowledge of the legal issues surrounding public procurement in Quebec, particularly in the health sector, and regularly advises manufacturers and suppliers of medical and pharmaceutical products on their commercial dealings with the health network's procurement services. He was previously a partner at a large national firm before founding Julius Légal in 2020 to make his services accessible to a broader range of businesses. He also has extensive commercial litigation experience, representing clients in disputes over contract terminations without notice, unfair competition, franchising, distribution of goods and services, co-ownership, leasing, insurance, and estates, in addition to public tender claims. He has published widely and his work is often cited by the courts, and he regularly teaches continuing education on public contracts through the Barreau du Québec, having also taught business law at the Université de Montréal. He was admitted to the Barreau du Québec in 2005 and holds an LL.B. from the Université de Montréal (2003), following exchange programs at the Universidad Panamericana and a Chinese university of political science and law, and a B.A. in political science and economics from McGill University (2000). He speaks French, English, Spanish, and Romanian.
