About Kelsey

Kelsey M. Brooks practises broadly in civil litigation at Merit Law Corporation, including corporate and commercial disputes, construction and professional liability claims, employment issues, and municipal matters. Brooks has appeared before all levels of court in Manitoba and British Columbia, the Federal Court of Canada, and various administrative tribunals, and has experience with mediation, arbitration, and other alternative dispute resolution processes. Brooks has also acted as independent counsel on section 278 applications in criminal sexual assault proceedings. Kelsey holds a Juris Doctor from the University of British Columbia and a Bachelor of Commerce (Honours), with Distinction, from the University of Manitoba. After articling and practising at a national law firm in Vancouver, Kelsey returned to Winnipeg and practised civil litigation before joining Merit Law in January 2026. Kelsey volunteers at the Legal Help Centre and serves on the Manitoba Health Biomedical and Health Research Ethics Boards.
