A graduate of Dalhousie Law School and a St. John's native, she was appointed King's Counsel in 2024. She has appeared at all levels of court in Newfoundland and Labrador and represents clients before the Labour Board, the Human Rights Commission, in arbitration, and in professional disciplinary matters, as well as advising on commercial and insurance-related civil actions. O'Neill is a trained Workplace Investigator and was called to the Newfoundland and Labrador Bar in 2001 and the Nova Scotia Bar in 2003. She is a long-time board member of Special Olympics Newfoundland and Labrador.
