He holds a Bachelor of Science from Dalhousie University (1975), an LL.B. from the University of New Brunswick (1980), and an Executive MBA from the University of Prince Edward Island (2014), and he received an honorary Doctor of Laws from UPEI in 2022. He was named King's Counsel in 1994 and practices in administrative law, civil litigation, construction law, corporate and commercial law, and labour law. He is a past president of the Law Society of Prince Edward Island and of the Federation of Law Societies of Canada, and he received the Law Society of PEI's Distinguished Community Service Award in 2012. He has volunteered widely, including as a past president of the Island Nature Trust and honorary legal counsel to the PEI Division of Boy Scouts of Canada.
