About Dahlia

Dahlia Shuhaibar's practice covers public law, including constitutional challenges, judicial review of administrative decisions, statutory appeals, and public inquiries, and she has written on the off-bench conduct of judges. She has taught Canadian federalism at the University of Ottawa's Faculty of Civil Law, and appeared as counsel for intervenor Amnesty International Canada (English Section) in cases including Mason v. Canada (Citizenship and Immigration) (2023 SCC 21) and R. v. McGregor (2023 SCC 4). Shuhaibar also served as junior policy counsel to the Cullen Commission of Inquiry into Money Laundering in British Columbia and as commission counsel to the Public Order Emergency Commission, which examined the 2022 invocation of the Emergencies Act.
