About Colin

Colin Jesse Salter is a partner at PST Law whose career of nearly 30 years centers on advising Indigenous Nations in dealings with governments and industry. In the late 1990s, Colin joined the team that helped the Tłı̨chǫ people negotiate the Tłı̨chǫ Land Claims and Self-Government Agreement, a landmark deal that was the NWT's first modern treaty and only Canada's second to enshrine constitutionally protected self-government, and has since supported modern-treaty Nations as they implement their agreements and secure resources. The practice focuses on the fiscal and tax dimensions of Indigenous-government relationships, including tax-sharing agreements that let Nations exercise jurisdiction and raise revenue while guarding against inappropriate taxation. Colin has appeared before parliamentary committees and worked with senior officials on lasting fiscal arrangements, and negotiates Indigenous-industry commercial agreements, having helped close more than $3 billion in financing and equity deals for energy, transmission and mining projects. Colin holds an LLB from Osgoode Hall Law School and a BA from the University of British Columbia, and is admitted to the bars of British Columbia, the Northwest Territories, Ontario and Yukon.
