About Bill MacGregor

Bill MacGregor works for employers who need to bring people into Canada or move staff across the border. It's a practice built entirely on corporate and business immigration, so clients get help with the permits and approvals that let a hire or a transferee start work here, along with the documents for family members who come with them. As a partner at Gowling WLG, Bill leads the firm's national Immigration Group from the Kitchener-based Waterloo Region office.

Bill was called to the Ontario bar in 1994 after earning both a commerce degree and a law degree at the University of Toronto. The Law Society of Ontario recognizes Bill as a Certified Specialist in immigration law, and Chambers Canada has ranked Bill in immigration for eight years.

Clients come from a wide spread of industries. They include technology, e-commerce and engineering services businesses, along with infrastructure, mining, energy, life sciences, pharmaceutical and manufacturing companies, and major clients in food and beverages are on the list too. When a company plans to expand into Canada, or a merger or ownership change touches its foreign workers, Bill looks at what that means for their immigration footing.

At the CBA Immigration Law Conference in Montréal in May 2024, Bill joined a panel on complex port-of-entry work permit applications. In 2026, HR Reporter turned to Bill for comment on LMIA wage rules, where Bill suggested a common-sense smell test for any application, warned that officers will ask more questions when they see a big pay jump for an occupation, and raised the question of how a sudden raise for one worker could affect morale among colleagues in the same position.
