Frank built his reputation in commercial law across a career as a judge, litigation counsel and arbitrator. Before joining TGF, he spent more than a decade as a judge of the Ontario Superior Court of Justice, serving as Team Leader of Toronto's Commercial List, where he presided over insolvency proceedings, corporate reorganizations, oppression actions and other complex commercial disputes, including the cross-border Nortel Networks trial determining rights to over $7 billion in sale proceeds. Earlier in his career he acted as litigation counsel in major commercial matters and argued eighteen cases before the Supreme Court of Canada. He was named King's Counsel in 1981 and sits on multiple international arbitration panels, including the ICDR, the Singapore International Arbitration Centre and the BVI Arbitration Centre.
