About Douglas
Douglas Kwan leads ACTO's advocacy and legal services team after 17 years at Mississauga Community Legal Services, where he represented low-income clients on housing, employment, and benefits matters and worked on the precedent-setting case Taft and Rumble v. Whitesands Apartments establishing tenants' rights to damages for landlord harassment. He joined ACTO in 2021.
