Wood Bull LLP is a small law firm in Toronto that practices exclusively in municipal, planning, and development law. The firm works out of the Thomson Building at 65 Queen Street West, on the corner of Queen and Bay, directly across from Toronto City Hall. Its team pairs lawyers with an in-house land use planner, a structure the firm says keeps overhead lower than at a larger practice. Partner Kim Mullin was called to the Ontario bar in 2000 after earning a law degree from Osgoode Hall Law School and an undergraduate degree from the University of Waterloo. Mullin appears regularly before the Ontario Land Tribunal, committees of adjustment, and municipal councils, with particular experience in aggregate resources licensing. Partner Johanna Shapira, called to the bar in 2004, practiced commercial and civil litigation at another Toronto firm before joining Wood Bull, and now argues land use and municipal matters before the Ontario Land Tribunal, administrative tribunals, and the Ontario Superior Court. Shapira has also lectured on land use approvals in Ontario. Both partners were named in the 2026 edition of The Best Lawyers in Canada, and Mullin is also ranked in the Chambers Canada guide for real estate zoning and land use.
