About Chen & Montgomery

Chen & Montgomery Law and Legal Services is a small practice at 4711 Yonge Street in Toronto, at Yonge and Sheppard. Lawyer Randal Montgomery and paralegal Wenwen (Cindy) Chen work in association rather than as partners, and together they cover family law, immigration law, small claims, and municipal property tax appeals. Montgomery earned a law degree from the University of Victoria and has belonged to the Law Society of Upper Canada, now the Law Society of Ontario, since 1989, and holds a certificate in commercial arbitration. Before moving into family law litigation in 2007, Montgomery spent eight years at the Immigration and Refugee Board and five years as counsel to the Minister at the Immigration Appeal Division, and published a work titled Refugee Determination in Canada in 1999.

Chen holds a paralegal diploma from the Canadian Business College and has worked in civil litigation, family law, and immigration law, and is a licensed paralegal in good standing with the Law Society of Ontario. Both Montgomery and Chen are authorized as notaries public and commissioners of oaths and affidavits. The office pairs the paralegal's lower hourly rate for administrative and translation work with the lawyer's rate for court appearances and more complex matters, and it offers unbundled or limited scope retainers for clients who want to handle part of a case themselves. The firm serves clients in English and Mandarin.
