About David

David Cowling is a partner with more than 25 years of experience representing management in arbitration hearings, Labour Relations Board proceedings, and judicial reviews and injunctions in court. He has prosecuted cases under the Police Services Act and acted as counsel to administrative tribunals, and he also handles property assessment matters. David negotiates collective agreements on behalf of management, acting as spokesperson at the bargaining table, and advises on the full range of labour and employment issues, including human rights and employment standards. He holds a BA from McGill University (1987) and an LL.B. from the University of Toronto (1990), and he was called to the Ontario bar in 1992.
