Immigration LawCarol Hilling holds a Bachelor of Laws and a Master of Laws from the University of Montreal. She worked as counsel and then as a full-time lawyer at Hutchins, Soroka & Dionne (now Hutchins Legal), while lecturing in public international law at the University of Montreal, and later served as an analyst with the Library of Parliament's Law and Government Division and as a consultant to the Senate's Standing Committee on Human Rights. Hilling co-founded the International Human Rights Clinic at the Université du Québec à Montréal, served as an assessor at the Quebec Human Rights Tribunal, and held roles with the Immigration and Refugee Board of Canada, including Assistant Deputy Chair of the Immigration Appeal Division for the Eastern Region. She served as interim president of the Immigrant Investor section of the Association des avocats hors Québec (Québec Lawyers Abroad) and represented her first Quebec immigrant investor applicants in 2006.
