About Andrew
Andrew Koltun is an immigration, refugee, and civil litigation lawyer based in St. Catharines and Hamilton, Ontario. His practice concentrates on the intersection of immigration law and abuses of power, including holding IRCC officers accountable for fabricated evidence, negligent investigations, and Charter violations. He represents foreign nationals who have been victims of human trafficking in civil claims against traffickers, recruiters, and employers, and he pursues professional negligence and fraud claims against consultants and agents who exploit migrants. Koltun also assists journalists, academics, and researchers challenging government mishandling of access-to-information requests, and he has written on automated decision-making in Canada's immigration system. He holds a Juris Doctor from the University of Ottawa and a Master's in Global Governance from the University of Waterloo, and in 2026 he received the Canadian Bar Association Immigration Law Section Founders' Award.
