Free consultationINSPIRE Law is the solo practice of Teneil MacNeil, working from downtown Waterloo, Ontario. The firm concentrates on family-building law: adoption (relative, kinship, step-parent, and adult adoptions), surrogacy and donor agreements, declarations of parentage, and birth registrations, along with independent legal advice for surrogates, donors, and intended parents. It also handles child welfare navigation and advocacy, basic wills and powers of attorney, and general litigation. Family-building services reach clients across Ontario, and the firm describes offering some of that work throughout Canada.
MacNeil earned an honours Bachelor of Arts from the University of Waterloo in 2003 and an LL.B. from Osgoode Hall Law School, was called to the Ontario bar in 2007, and made partner at a national firm in 2016 before starting this independent practice. The work is informed by lived experience, since the founder is an adoptive parent and a parent through assisted reproduction. The practice is explicitly inclusive of 2SLGBTQIA+ families, and its child welfare support extends to foster parents, kinship and customary caregivers, and Indigenous families. Recent training includes the Adoption Council of Ontario's Adoption and Permanency Curriculum and a fertility law course at Osgoode Hall Law School, both completed in 2024.

It's a walkable stretch of King Street with short-term parking in front of the building, across King Street in the Waterloo Town Square lot, the Station lot off Regina Street, and other city lots close by.
The office anchors a practice that reaches well beyond the block. Because family-building files can be handled largely by document and consultation, the firm works with adoptive parents, surrogates, donors, and intended parents across Waterloo Region and the wider province rather than only walk-in clients from the neighbourhood.
