History
Back in 1988, the Unemployment Insurance Act had allowed benefits for adoptive single fathers since 1983 but made no provision for natural fathers. A father refused benefits brought the case to Timothy Flannery, then a Kitchener lawyer, and on January 27 Tim launched an appeal to the Unemployment Insurance Commission arguing that the refusal violated the Charter of Rights and Freedoms. On February 2, after reviewing the case, Employment and Immigration Minister Benoît Bouchard announced in the Commons a plan to introduce a bill ensuring benefits for that father and fathers in similar circumstances.
