An immigration lawyer in Québec City helps people move to Canada, keep their status, and become permanent residents or citizens, and represents them when something goes wrong. Day to day that means work and study permits, family sponsorships, permanent residence files, refugee claims, and citizenship applications. Québec runs part of the process itself, so a local lawyer works both the provincial and the federal side of a file. When a federal refusal needs to be challenged, the matter goes to the Federal Court, which hears applications for leave and judicial review of immigration and refugee decisions. How does Québec select its own immigrants?

Immigration is shared between two governments, and Québec is unusual because it selects its own economic immigrants. Ottawa still grants permanent residence through IRCC, but the province chooses skilled workers on its own terms. Through the Ministère de l'Immigration, de la Francisation et de l'Intégration (MIFI), Québec runs the Programme de sélection des travailleurs qualifiés. You file a declaration of interest in the Arrima portal, and if you're invited and then selected, MIFI issues a Certificat de sélection du Québec (CSQ). Who can represent you, and what deadlines matter?

Anyone you pay to advise on or file an immigration application has to be authorized, and that narrows the field to three professionals: a lawyer who belongs to a provincial law society, a Québec notary who belongs to the Chambre des notaires du Québec, or a consultant registered with the College of Immigration and Citizenship Consultants. Someone who charges a fee without that standing is a ghost consultant, and using one can get your file returned or refused. Deadlines are tight. A declaration of interest in Arrima stays valid for twelve months, and a challenge in the Federal Court can carry a filing window of just days, so it's worth getting advice early rather than waiting.
