Campbell has practiced law for more than 30 years and has been a member of the Law Society of Ontario since 1986. Campbell holds a Bachelor of Laws from the University of Ottawa and a Master of Laws from Osgoode Hall Law School, and has taught advocacy at Osgoode Hall as well as serving as a guest instructor at Emory University School of Law.

Campbell's earlier career included years as senior litigation counsel at the Ontario Securities Commission. Campbell led prosecutions there that included one of the largest insider tipping and trading cases in Canada, a fraud case involving a fraudulent transfer company, and a forex trading case that defrauded investors. Campbell also served as Acting Associate General Counsel, Capital Markets, at a major Canadian bank, overseeing the defense of securities class actions and responses to North American regulators. In 2018, Campbell was appointed a Hearing Panel Member of the Investment Industry Regulatory Organization of Canada, and has co-authored commentary on cross-border securities litigation with lawyers from Robbins Geller Rudman & Dowd LLP, the U.S. firm whose name this Toronto practice shares.
